Small data sample, but as long as I have been involved with my club (8 years) and as long as I have been the guy who receives club email (6 year), I have not heard 1 single complaint from one of our club members about NHSA. Now that doesn't mean that everyone is happy with NHSA, it just means that their complaints have not come through our club.
NHSA reaches out to the members and clubs once a month at county meetings. Plus all county directors contact info is on NHSA's website, so if you are unhappy with or have concerns about something attend a county meeting or contact your director. The job of the county directors is to be their counties voice at the board meetings. I can't speak for other counties but I know that Rockingham clubs have their concerns and questions brought to the NHSA board meetings all the time. Even if your director doesn't agree with you its their JOB to represent your counties wishes, so go to a county meeting and voice your concerns.
