  2. NHSA Menu Selections

"NHSA Menu Selections “Snowmobilers” “Club Membership” REQUESTED REVISION https://www.nhsamembership.com/createaccount.php Revised Menu to show the difference between the NHSA Clubs Online Membership Portal and the Club Database Portal When one uses the “SNOWMOBILES” MENU you enter what has been the CLUB DATABASE Portal. Up until last Season this Menu selection was only used by the CLUBS as a MENBERSHIP DATABASE PORTAL. The “Create a Membership Account” was activated and used by some 30 Clubs. Because of the changes in what would be the Accepted “Document” to Register a Snowmobile and receive the $30.00 Discount, the number has doubled. I would not doubt the participation in the program would include all of the NHSA Clubs. With this a most likely to happen this Season. What I am requesting is that these 2 “SITES” be separated and given their own Menu Selections. This is Item has now and will be for the future a highly Trafficked Site. At present its placement looks as an afterthought. See suggested CHANGES. NHSA Menu Selections.doc

  5. Have any of the Club Membership Officers heard from NHSA on their giving "BLOCKS" of VD/ID Numbers to support Club "Online Membership Web Pages" and "Dealer" Application? I had talked to Beth shortly after the NHSA Annual Meeting and it seamed there may be a way of doing this. We stand to loose 61% of our Membership by not having these these 2 Membership Option available this Season. The Doller Value is in the 5 Digit area. This not only is it the Membership Sales but it also effects the Sales of Decals and Map, but above all $$ DONATIONS $$ !!!!!! I heard through the "Grape Line" that "PITSBURG has Requested Blocks of Numbers???? I would appreciate any feedback you my have. After getting our HEADS handed to us by JLCARR on the FnG Proposals I have tried to forget this mess and Enjoy the SUMMER!

  7. Dave, I CHALANGED YOU 12 DAYS AGO TO PUBLISH YOUR PROOF of ABUSE. WHERE IS IT ??????!
  8. RiverCat (27 Hours and no reply) "With the system that has been in use, there is PROOF that abuse of the system was happening" "I AM CALLING YOU OUT ON THIS ONE, REACH FOR YOUR GUN!" NOT ALL THE COWBOYS ARE IN LOUDEN TODAY!" I CHALANGE YOU TO SHOW ME/EVERYONE THAT PROOF! IF YOU ARE TALKING ABOUT THE 2012 F&G AUDIT THAT JOHN WIMSATT QUOATED, IT DOES NOT EXIST IN THAT AUDIT! THE MAIN BODY OF THE AUDIT WAS ABOUT REGISTRATION DECALS. THERE WERE NUMEROUSE BOOKS OF DECALS THAT COULD NOT BE ACCOUNTED FOR. ONE INSIDENT THAT WAS QUTOED ABOUT IN THE AUDIT WAS ABOUT 2 BLOCKS OF DECALS BEING FOUND IN A CLEANING CLOSIT. THE OTHER COMMENT WAS THAT F&G WERE LAX IN THE NUMBER AND FREQUANCY THAT F&G PERFORMED ANY AUDITS. I CHALANGE YOU TO POST YOUR PROOF OF YOUR SUPOSED ABUSE!!! MSC stands to possibly loose up to $18,000 next Season if we can not continue our ONLINE Membership and our DEALER Memberships. These 2 avenues of Memberships made up for 61% of our Membership this year.WE need "VD Numbers" to operate these Systems. I will be contacting Beth this week to open up a Discussion we had on NHSA working with Clubs by possibly granting "Blocks of VD Numbers to keep Clubs functioning. NHSA has NO WAY of handling the Dollar Amount of DONATIONS, Sales of MAPS and Decals that are generated at the time someone makes out an Application to join our Club. Example of High dollar donations, $300.00 or even $500.00 are not uncommon. IT's what you call ONE STOP SHOPPING. I am all for Changing the RSA and eliminating the Discount. With out the Discount Clubs could possibly LOWER their "DUE" by the $10.00 built-in to cover the NHSA. You would only Need to join THE CLUB. What's been TRASHED here is the simple language of "YOU MUST BE A "MEMBER OF A CLUB" that is a Member of NHSA to qualify for the Discoun It's either sit in my "Recliner" all Day or be obsessed with this 24 hours a days! 13. After a brief talk with NHAS President Beth Horvath-Palmer, at the NHSA Annual Meeting, she will try to setup a meeting with the NHSA Officers and Directors to discuss the situation on ID Numbers.:)The loss of having the ID Numbers ahead of time effects 61% of our anticipated Annual Memberships. Mailed in Applications seem to be a way of the PAST. Letter: 05/20/18 To: Beth Horvath-Palmer PRESIDENT NHSA Results of a talk with Beth. Beth, Thank you for taking the time to listening and offer to take this matter up with the Board. I and my Clubs concerns are how Clubs will be affected by the loss of the ability of using Club generated ID Numbers that we issue our Members so they can Register their Sleds and receive the $30.00 Discount. Fish and Game has now made NHSA the only source of "ID" Numbers. My main concern at the present time is My Club and other Clubs that have multiple Sources of generating membership will not, without "Blocks" of ID Numbers", be able to use our Agent Dealer Membership locations and Online Membership Websites as we need the ID Number ahead of time to function. It is my hope that we could work a plan where Clubs that have these multiple sources for generating Memberships could receive "Blocks" of "ID" Numbers before the Season started. The Clubs would have the responsibility of accounting for these Numbers. A more detail plan would need to be worked out. I have attached a newer copy of the memo I presented you yesterday at the Annual Meeting that I hope makes it clearer to understand what I am asking. After reading the memo again this morning, I had trouble making sense of it. It looked clear to me yesterday morning when put it to gather. This version should be clearer to read and understand. Again thanks for listening to me. George Higgins Membership Chairman, Moultonboro Snowmobile Club

Skip, Skip, You were lucky getting your Information. The last time I asked, I had to Submit a "FOIA" Request? The answer, "WE KNOW NOTHING"! Ya Vol Some things do not happen as planed. F&G has missed possible 3 Filing Dates so far. I think they were try for filing this past Friday 5/18/18. We hear the JLCAR hearing maybe in July. On the subject of ID Numbers, On the bright side of this matter, NHSA President, Beth Horvath-Palmer is trying to arrange at meeting with the Board of Directors to discuss the situation. I ran some Numbers Saturday for the Annual Meeting and if this goes through with NHSA being the ONLY source of "ID" Numbers, MSC could stand to loos 61% of its' Revenue! This includes Revenue from Online Membership, Agent Application, Donations, Maps and Decals. Hopefully this Meeting will resolve these concerns. Thank you, Beth. George See you on Winni.com

John, With that said I do not think it will be that easy with a change in the software to add another "SECURE" Page to make this type of Transaction. "The CLUB Membership" portal/Database is Secure and requires a Password. At the bottom of the Login Block you will find this link to is the "NEW" Club Online Portal that Clubs have to join to do "ONLINE MEMBERSHIPS with the actual Clubs. Click here to create a membership account. I talked to one of our PRIME Membership AGENTS and he just shook his head in disbelief at what NHSA/Fn&G are trying to pull off? If it is not late any of the Clubs that have not turned in the Delegate List to NHSA for the ANNUAL MEETING do it NOW if it is not too Late? What ever you maximum NUMBER of DELEGSTS you have get EVERYONE OF THEM TO ATTEND and voice their DISCUST for both NHSA and FIDH & GAME are trying to pull off. NO MORE AJENT APPLICATION WITH REGISTRATIOM ID NUMBERS AND NO MORE CLUB ONLINE MEMBERSHIP WEBPAGES! Please go back and read my RESTRAINT OF TRADE AND MONOPOLY statement. If that "MEETING" Saturday did not prove everything I said, I do not know where we go to next. 60% of our MEMBERSHIP came from our 3 Membership Agents and Online Membership Webpage. 633 Members/3rd largest Club in NH. That equals $23,000 in Revenue we may not be able to duplicate under the new terms Fn&G and NHSA are FORCING US TO WORK UNDER NHSA, New HAMPSHIER SNOWMOBILE ALLIANCE? ITS ABOUT TIME FOR A CHANGE! ONE WAY TO FIX THE PORBLEM? GET RIDE OF THE DAMM RUDUCED REGISTRATION FEE! LEVEL THE PLAYING FIELD! HONHER the wording of the RSA MEMBER OF A CLUB THAT IS A MEMBER OF nhsa! MONEY MONEY MONEY MONEY MONEY MONEY MONEY MONEY MONEY MONEY MONEY!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! NO WAY on Blocks of Numbers for Clubs! Read my post below yours. How can these 110 Clubs continue let this happen? Something does not smell right along the shores of Lake Winnisquam? Does anyone know how many Clubs belong to NHSA? It was stated to be 110 at the Meeting. NH Snowmobile Clubs 110? There is list by county showing how many Clubs are in each Club. I counted them and came up with 105? I had a count of 102 last year and I know several Clubs that have Disbanded. Got to go watch NCIS LA!

To all Clubs, MEMBER OF A CLUB NOLONGER EGGIST. IT A MEMBER OF NHSA and nothing else! Based on what was said today EVERY CLUB in New Hampshire is OUT of the Business of DIRECT SALES of MENBERSHIPS! This SHUTS DOWN your ONLINE MEMBERSHIP WEBSTITE and or your LOCAL AGENT SALES. Even your Mailed in Application can not be completely processed before going to NHSA to get a VD Number. YOU have to go to NHSA to Purchase a VALIDATION NUMBER to present to the Registration Agent. Club Members that opt out of NHSA "they" say could go on line to NHSA to "BUY" a "VD" number for $10.00. I think "THEY" forgot to add the $2.00 PROESSING FEE? There was a mention maid by Beth Horvath-Palmer of why F&G wanted to go with NHSA in Changing the of ISUEING and the PRICING of the "VD" Numbers. This where it Started: http://www.wildlife.state.nh.us/ohrv/notice.html Comments from Major John Wimsatt (this Thread is still posted on the F&G Website. During the fall of 2012, the NHFG Registration Program was audited by the Legislative Budget Assistant (LBA). In the results summary, the findings recommended improving our ability to monitor membership registrations and registration certificates. In short, the current process of verifying and documenting proof of a paid club membership is deficient. Numerous, irreconcilable membership numbering systems were then, and still are, collected and recorded on our registration forms. This presents a problem that not only impacts my Department, but also the NHSA, DRED BOT, the clubs and the riders themselves. Audit Findings: the current process of verifying and documenting proof of a paid club membership is deficient. Numerous, irreconcilable membership numbering systems were then, and still are, collected and recorded on our registration forms. This presents a problem that not only impacts my Department, but also the NHSA, DRED BOT, the clubs and the riders themselves No where in the 2012 Audit was any Statistical Data found to back up the Majors claims! I do not think Registrations were entered Electronically at the time of the Audit? It could have been a problem if Hand Written back then. I would readily admit that I can not read my on hand writing. Anyone agreeing or disagreeing to the primary thoughts spoke on this "MATTER", Please PM me on what I have stated her on SledNH. Or add to this Tread. If I misstated any issue please let me know and suggest how I could correct it. Please add YOU Thoughts to this Thread! I Am seriously thinking on reaching out to the Attorneys General on the possibility of this be in a Restraint of Trade Issue and being a Monopoly now that it appears we are out of Business. I might need to start a GO FUND ME Account? WINNOCTURN! Not responcible for any Spilling or Drumatical Mistakes! New Thoughts,Just came to mind, What about a Family Member Membership? Do you get a "VD" Number for both the Primary Member and the SECONDARY MEMBER???? IE: Husband and Wife/Spouse/Significant other/Girlfriend??? MSC has always given a Membership Card to both the Husband and Wife! When I say Card, it is a 4"x2-1/4 Business Card. Not a piece of PAPER you cut off of the bottom of the NHSA Vulture. When cut it's a 1/4" too long to fit in a wallet Slot. Picky, Picky, Picky, Picky! There is also the added time it will take to put Member information in to the Cub Database the duplicate it into the NHSA Database. You would the have run one the NHSA quarries to match the VD # and Names so you can match then in your Club Database. Our only viable hope is to have a Strong Showing and input at the JLCAR Hearing when the date is posted. What we are working against is what is known as ADMINISTRATIVE RULE. As to my understanding this Rule has not been past on before by JLCAR. F&G has some 1500 ADMINISTRATIVE RULE that must go through JLCAR Preapproval or First time Approval.
  19. Fish & Game Hearing 4/4/18 Question of NHSA SELLING "VD" NUMBERS for $12.00 each! I consider what F&G and NHSA constitutes a Restraint of Trade. What is Restraint of Trade and Creating a Monopoly? Restraint of trade is an economic injury that involves interfering with another person’s ability to do business freely. Restraint of trade is part of antitrust law, but the topic covers a wide range of activities, including: tortious interference with a contract or business agreement that negatively affects someone else’s ability to do business freely. forcing or coercing someone to quit doing business or to change their business so as not to compete in the market; agreeing to fix prices to drive other competitors out of business; creating a monopoly; using noncompete clauses or other contract provisions to keep someone out of business; tortious interference with a contract or business agreement that negatively affects someone else’s ability to do business freely. In short, a “restraint of trade” is any activity that hinders someone else from doing business in the way that he would normally do it if there were no restraints. While federal, state, and local governments can pass laws and regulations that create obstacles for certain kinds of businesses, it is generally considered improper for individuals to restrain one another’s trade in certain ways. Someone who loses business or suffers another injury may have a tort case against another individual whose trade-restraining behavior injured him. Creating a Monopoly The establishment, maintenance or use of monopoly power, or any attempt to establish, maintain or use monopoly power over trade or commerce for the purpose of affecting competition or controlling, fixing or maintaining prices is unlawful. Question to Fish and Game/NHSA Restraint of Trade and Creating a Monopoly? Going forth will we be able to conduct Business as we have in the past? 1: Fixing a price for an Validation Number $12.00 Cost of Number $10.00 Processing FEE $2.00 It was always FREE as part of a Membership in a Club by way of a Club Membership Card or Membership Certificate. Restraint of Trade: Our Club has 3 sources of generating Memberships. 1: Annual Mail Out to all members of the past Season. 2: Sales Agents. We have 3 local Agents that Sell our Membership. We provide them with our Club Applications. The Application has one of our Membership Cards attached. The application is coded showing who the Agent is, i.e. DaSilva DSL, EM Heath EMH and Skelly’s Market SKL. The Application has the corresponding Membership Card ID Number printed on it. We dedicate a specific series of Card Numbers to each Agent. We started in 2015 after NHSA STOPED sending NHSA Membership Cards to its Member Clubs. We designed our own Membership Card and had 1500 printed and ready to go for the 2016 Season. You knew you were a Member of the Moultonboro Snowmobile Club! 3: In 2017 we added an Online Membership Page. You now can Join the Club, Printout a Membership Certificate, order Club Maps and Decals. Pay by Credit Card or PayPal. Our Membership Cards and Certificates are accepted a PROOF of MEMBERSHIP by any of the numerous Registration Agents in the Area. With what I have Stated I believe we will no longer be able generate Membership in our Club as we have in the Past. Whatever happed end to YOU HAVE TO BE A MEMBER OF A CLUB THAT IS A MEMBER (in good standing) of NHSA to be eligible for the $30.00 Registration Discount? Every CLUB is in the BUSINESS of SELLING Membership! Without Members there is no Club! George Higgins Membership Chairman Moultonboro Snowmobile Club. 21. John, The RSA nowhere states you have to be a Member of NHSA!! It is being perverted by F&G by way of Administrative Rules. TITLE XVIII FISH AND GAME CHAPTER 215-C SNOWMOBILES Section 215-C:39 215-C:39 Registration Fees. – The fees to be collected under this chapter are as follows: I. 22. Special Meeting

I was sitting here this afternoon think about this Post? Reduce the Number of Delegates each Club earns from he Total Number of Members each Club has. That includes Wives, Spouse and Significant Others if a Family Membership. My thought is the "NEW MATH" is not to lower the number of Delegates but reduce the number of HANDS you have to COUNT for each Item needing a SHOW OF HANDS. Easier Yay or Na. Anyone "Official Counter" can discern for this process who has the most votes. As the Gavle Strikes, THE YAYS have IT!!!!!
  23. Dave, I have always thought of you as an "outsider" and that is good. You are your own man when it comes to a lot of NHSA matters. As you can see this is an outright TRASHING of the RSA by FISH and GAME. MEMBER OF A CLUB THAT IS A MEMBER OF NHSA! NOT A MEMBER OF NHSA! Again where does the "Member of a CLUB" (NOT NHSA) go to get HIS or HER Reduced Price REGISTRATION? Hopefully when "WE" get to the JLCAR they will see the basic simplicity of our argument. There needs to be a way for Clubs to continue being able to generate MEMBERSHIP through a multi tiered system, Agent Applications/Online Memberships, as we, MSC, presently have. How do any of the similar Clubs obtain Validation Numbers from NHSA a head of time to supply those formats. Close to 60% of our Memberships this Season from these 2 Sources. We are talking 380 Members. Would we have put up almost $4000.00 to get those "VD" Numbers?
  24. Dave, The problem is not a 12 Digit Number. It is how CLUBS generate Memberships! What we got out of attending the 2 Informational Hearings that F&G held is the NHSA has FULL Control of disseminating and setting the cost of the "VD" Numbers (with out ANY over-site). As it stands now NHSA is the only source that F&G will accept to Register a Sled irregardless of any Lower Priced Registration Cost. $30.00 Discount? There is no dollar amount stated in the RSA. It appears to be the difference between the Price set by F&G between a Member of a Club and a NON-Member of a Club. It seam it always ends up at a $30.00 difference? Some people are/were under the impression that EVERYONE was a member of NHSA. Not really. This move by F&G has totally left the "MEMBER of a CLUB that is a MEMBER of NHSA" with no way to get the lower cost of Registering a Snowmobile as the RSA state he has the RIGHT to do. YOU HAVE TO BE A MEMBER OF A CLUB THAT IS A MEMBER OF NHSA. Not a Member of NHSA!!!!!!!!!!!!!!!! Does the meaning of the RSA no longer apply? Case in point only 90 out of 500 Member of a Club when given the option to join or not joined NHSA?
  25. SIT BACK AND WAITE! The 2 Hearings have been held, Concord and Lancaster. Of 102 Clubs, maybe 25 Clubs were represented at one or the other Meetings. Comments closed yesterday 4/18/18 at 4:00pm. We are faced with possibly only 2 avenues to proceed on. 1: JLCAR (JOINT LEGISLATIVE COMMITTEE ON ADMINISTRATIVE RULES) Because this is an "ADMINISTRATIVE RULE" it has to be moved on by JLCAR. We, the everyday Snowmobiler, have the ability to express our opinions on this matter and make a difference as to its' outcome. 2: CONSUMEER COMPLAINT A CONSUMEER COMPLAINT base on Restraint of Trade. That being F&G giving NHSA complete control of the issuing of Validation Numbers and the cost of said Number with absolutely NO OVERSITE of How and to Who Numbers are issued plus the Cost of these Numbers by FISH and Game. Where do you get VD Numbers for your Club Membership Cards, Sell Your Membership Applications at you local Membership Agent and Your ONLINE Membership Webpage Certificate of Membership. 3: OPTING OUT OF NHSA? There is one Pearson who, at this time, is totally left out of this process. That is the PERSON who opts out of joining NHSA. YOU MUST BE A "MEMBER OF A CLUB THAT IS A MEMBER OF NHSA" TO QUALIFY FOR THE DISCOUNTED PRICE!!! I AM PERSUING THIS QUESTION AS F&G NEVER REALY GAVE US AN ANSWER ON IT.
