The American Council of Snowmobile Associations (ACSA) has entered into a Cooperative Agreement with the Federal Highway Administration (FHWA) to develop and operate a Snowmobile Safety and Access Resource Information Center. One part of this project includes identifying (1) new snowmobile safety and access products which should be considered for development and (2) existing products needing revision or updating. (All existing products mentioned below can be viewed at www.snowmobilers.org)Depending upon priorities and available funding, these products could be developed over the next one to three years through this Cooperative Agreement.

SNOWMOBILE SAFETY AND ACCESS PRODUCTS SURVEY
A. The ACSA updated its Priority Action Plan in 2010. During this planning process ACSA members identified the following existing resources as products they desire to have updated. Please rank each existing product as to your priority to have these materials updated
Priority Ranking Criteria: 1 = no need to update, 2 = low priority, 3 = medium priority, 4 = high priority
1) Groomer Operator Training Materials: pursue an update to the heavily used 2005 groomer operator training manual and accompanying PowerPoint training slides; an update is envisioned to include reorganizing and condensing materials, updating and supplementing with new information and photos, and adding video clips to the PowerPoint slides

2) On-line Safe Rider! Safety Awareness Program: this has been an extremely popularon-line safety education tool; pursue an update to this 2005 program to improve and freshen its look by using more current technology; consolidate and update information, add more photos, graphics and video clips

3) Access Guide for Snowmobiling on Private and Public Lands: keep the materials in this 2008 manual updated, particularly as Federal policies, regulations, laws and guidance change; also keep information related to research on snowmobile impacts current and develop supplemental information and materials to augment existing manual.

4) Safety Education Materials Tool Kit: this series of posters and ads was released in 2010 and addresses the issues of Alcohol Use, Speed and Careless Operation, Speed and Alcohol, Night Riding, Roadways, Youth Riders, Avalanche, and Closed Areas. The Tool Kit is intended to be a resource which is continually adding to with more new ‘tools’ on additional topics, along with keeping existing topic-materials fresh.

5) Multiple Use Trails for Winter Recreation: Facts and Myths About Snowmobiling: supplement this 2009 publication with new information as applicable to keep the content current and facts accurate. One concept is to expand upon winter multiple use management and design principles by developing companion ‘best management practices’ based upon existing information, case studies, and principles.

3) Snowmobile Trail Signing Education: there is likely a need to tie snowmobiler education to implementation of the emerging USDA Forest Service/national partners’ new trail signing guidelines. Specifically snowmobilers should be educated about sign colors and shapes, and training materials should be developed to guide agency staff and volunteer groups about proper sign posting techniques so that signing is consistent between jurisdictions.

4) Research Study Clearinghouse: There has been high demand for information contained in Appendix 8 of the Access Guide which outlines ‘Research Studies Related to Snowmobile and OHV Impacts.’ The frequency of requests suggests that developing and augmenting this information in a separate document may create a useful access resource.
