Its a lot about the dealer experience in my opinion. I would take it somewhere else or maybe a call to say Lemiuex's and explain the symptom and see if they had a similar report or repair needed.
While I don't have an e-tec, my 1200 (with .2 miles on it so far) fired up within a second or so Sunday at -18F. So like you I am not quite believing the dealer diagnosis. -

But still even @ -15 or -20F the motor should turn over. Not sure who the dealer is but Lemieux's or Garneau's who deal with the extreme cold more up north may be somebody to try. -
